Milan Perazich

Milan Perazich is a Principal Consultant and senior Operations and Project Manager with more than two decades of experience delivering complex energy, drilling, and major capital projects in international operating environments. Through his consultancy, Energy Prospector, he provides project delivery, operational assurance, readiness, and technical oversight to operators and contractors across the upstream sector.
His professional career has encompassed multi-rig drilling operations, major asset reactivation, engineering and procurement, project controls, regulatory compliance, commissioning, and operational readiness. He has held senior operational and project management responsibility across land and offshore environments, including major capital programmes involving assets in the Caspian Sea, Sakhalin, Bahrain, and elsewhere.
Alongside his professional work, Milan is an independent researcher in carbon capture, utilization and storage (CCUS). His research examines the governance and verification of carbon storage, with particular interest in how regulatory systems, financial incentives, measurement, and public records interact to establish — or undermine — confidence in claims of permanent geological storage.
Milan holds a Master of Engineering Management with Distinction from the University of Hull, a Diploma in Ship Superintendency from Lloyd’s Maritime Academy and North Kent College, and completed professional study in Climate Change, Carbon Capture and Storage at the University of Edinburgh in 2025.
His research brings together formal engineering and management education with practical experience of how large industrial projects are planned, governed, assured, and ultimately demonstrated to have achieved what they claim.
CCUS Delivery Assurance
Independent assessment of carbon capture claims against delivered performance: capacity realisation, verification and reporting regimes, and the gap between announced and operating capture.
Project Management and Capital Delivery
End-to-end accountability for capital programmes: engineering coordination, long-lead procurement, supply chain, logistics, regulatory interface, and construction restoration through to operational handover.
Assurance and Readiness
Independent Intake Readiness Reviews (IRR), Operational Readiness Reviews (ORR), and Basis of Design (BOD) assurance. Project Execution Plan authorship, risk register development, and structured gate reviews.
Reactivation and Recertification
Cold-stack reactivation, condition assessment, and restoration to ABS, DNV, and Lloyd's Register requirements. OEM recertification of drilling control systems, BOPs, top drives, and drawworks.
